It does this if you have mat_dxlevel 70 or lower, or -dxlevel 70 in your launch options. Try setting it to 81.

Or yeah, it's your graphics card not being able to run 81 or something.

Nightvision doesn't work in areas without light (much like real night vision).

Nope, directx9 can't handle the harsh climates of Canada.

my game keeps crashing as it loads, (i have all the expansion packs including the apartment life) and i am hearing that it might possibly be a custom content problem? how do i remove custom content?

No, I called Valve and they sent me a special beta version of all my games which operates on DX10 (including source SDK base). So far it's amazing, I love how they placed all these tree everywhere which I can knock down. And all these Koreans too. It's amazing, it's like a completely different game!

Well real nightvision usually is accompanied by an IR torch that shines infra red light which the night vision picks up.

Anyway the issue lays in the inability to use dynamic lights in ZM.
