Why are you reading the specs for the motherboard?  What are the computer's entire specs?  We need to know how fast the CPU is and if he has a video card other than the 7050 onboard.

That PC sucks. Even if he upgrades the GPU, he'll be bottlenecked by the RAM to a degree. I'd recommend drastically upgrading the RAM, replace the video card with at least a newest-gen budget card, and consider overclocking the CPU.

My 1280x1024 monitor broke a few months ago when lightning struck my house. I had a surge protector and it failed. My family and I decided to upgrade to a bigger monitor. 23', to be exact. I like it a lot. A lot of space to work with.

Uhhh no. He has DDR2 RAM which is completely fine. I know people with 5870s that use a C2Q and DDR2. 2GB is a minimum needed, and he has 3Gb. All that needs to be done with that computer is adding in a video card. ANY card will work just fine in that system depending on the power supply.

The only time RAM will bottleneck is when you are using a very highend card, like a 5970 which will need fast DDR3 RAM. Bottlenecks only really produce a loss in about 5 FPS at most anyway.

1200 is the highest I've ever seen DDR2 go up but 1066 was the third most common. (The other 2 being 800 and 667)

Why would you buy a motherboard that supports 1066 or 1200 DDR2 RAM? It's almost certainly more expensive (and overall worse) than a motherboard that supports DDR3 RAM of equal/superior speed.

DDR2 1066 and 1200 RAM was the result of manufacturers of DDR2 RAM pushing their product to it's overclockable technological limit, akin to the GeForce 9800GX2 videocard when it came out. It cost a metric shitton, it performed well, and a comparable card (performance-wise) for a fraction of the price was released within a few months using the next generation technology for videocards, and it was overall better for using the next gen technology.
